So, all the current builds these days rely on actions. U-boats need to be focused, and most aces live and die on their actions, so ridding ships of their actions has been the main mechanic of many builds, like r3-a2,TLT Y-Wings. So why don't people do this:

On a standard 3 die attack with marksmanship, you have just over a 111% percent chance of rolling 1 crit. Now the average ace can block standard three die attacks (while it has actions) so gunner kicks in, either dealing a crit. (the bane of most aces) or giving that ship another stress (the other bane of most aces). Cluster missles works of the same idea, you just have the possibility of a third attack. So when ships can't focus, evade or do really any action, I think omega ace is actually decent:
