One of my players is from a disposed noble family, her home planet taken over by the Empire. Her parents have been taken to Stars End for imprisonment. Now she also has a Force Sensitive brother who is missing. I would like to do something with this. Options: Inquisitor, brainwashed soldier,,,what else could I do? The player loves shock value.

Wait for it… Have her brother come back as an Inquisitor.(Preferably if they've been captured) And have him show the character a recording of him kiling their parents. After he takes his mask off, and tells the Character that he is its brother.

You could also make it really surprising and not have him become a typical force using villain

Yeah, now that's what I'm talkin' about. I'm going to run Mask of the Pirate Queen first, but maybe I can have the crew pick him up somewhere in that story. Maybe he's hiding amongst the low level mooks. But why would he be there?
If not, I can wait till after. He shows up in a imbedded in a prison transfer or something.
Also, the Behind the Scenes bad guy for us is Blackhole, so I can work that angle in, too.

The CSA as little use for force abilities, and while the empire is constantly looking for force sensitives to recruit as now agents, either in Vader's Inquisition or as one of the many secret operatives of the emperor, those are by far not the only options. The jedi are dead, the night sisters are still kicking and apparently not all have been banished on Dathomir, there are plenty of other groups of force users as well, mostly local groups, Dagoyan Masters, Warlocks to Tund (died out shorty after the end of the clone wars), the Aing-Tii Monks, Force Wielders, the Ysanna of Ossus, the force priestess, etc, etc
There is plenty of room to use her brother for anything you would like. The galaxy is big, 400,000,000,000 stars big. The emperor is on a constant hunt for force-users, but he is still only can forsee those force-users who will cross his path and interfere with his plans directly, even his force visions are far from perfect.
As everyone is expecting the Inquisitor to show up, I think it would be more interesting the portrait a grown up force user who found his own way. And if you want shock value, make him Yoda like, sympathetic to her cause to rescue her parents, but not moving a single finger to rescue them even when he admits that it would be trivial to do so. "There is no death, there is only the force.", dead or alive, his parents will be always part of the force and thus their imminent death will only reduce their suffering. You can add to that easily for even more shock value, foresee is a real double edge sword, Yoda knew what was coming and yet warned nobody, let his whole order suffer and die miserable, because he had forseen that this will ensure ultimate victory via Skywalker's kids.
A consequent use of the jedi code or something similar can lead to really shocking character moments, while the sith code is surprisingly fitting for any hotshot hero:

Also I want to add another suggestion.
Make the brothers motives good. Don't just push him: "Buahahaa! I'm evil now!". Like, have him have different ideals than the parents do. Like he believes that after all these years of continious warfare, he wants stability and Empire is atm the best chance for that. So he wants to work with them for peace and his parents are standing in his way. So with heavy heart he has to do what must be done. Because it is the easiest way to get peace in galaxy.
This would also mean that he would suggest that player character would join him in this.
Or you could make him undercover Inquisitor. He knows that he has to do some dark things, but he wants to destroy the empire from inside, once he has the chance. So he's dancing with the darkness JUST long enough, so in the end he actually helps the heroes in their fight.

If they're nobility, then the title may also transfer.
You could go less inquisition and more GoT if you like, have the Bro decide that allying with the Empire s the only way to maintain the family legacy.... of course to ensure his claim to the throne and lock in the deal with the Empire he'd have to ensure no other heirs could make a claim and cause rebellion...

Though someone imprisoned in Stars End, a facility operated by the corporate sector authority, a government outside of the empire, sounds not like that would be trouble for anyone or does it? Storming in, killing everyone BUT his parents sounds more like the way of a dark sider. He may kill them in the process accidently, but that is the whole trouble with passion instead of peace and strength instead of knowledge, you have all the power, but not enough serenity to know when not to use it. And all those victories without harmony will in the end make everything bitter. Dark Siders are nearly always tragic persons because of this.
I forgot to mention that I'm going to make Stars End more of an imperial establishment, and less of the CSA stuff.
Why then even bothering with calling it stars end. The empire has prisons all over the galaxy. One of them is on Dathomir.

Speaking of Dathomir and the witches, with the new canon for dathomir the place has become a lot more interesting for force sensitives as it has become a known place within the sith and jedi. Palpatine and Doku both recruited apprentices there, Darth Maul as son of Dathomir took a dathomirian nightbrother as his own apprentice too. And there is no reason why the prison from the EU can not be still on dathomir. Palpatine did not like Mother Talsim as his rival, but he was very happy to kept the nightsisters/nightbrothers around as source of force sensitive agents, so the quarantine / blockade of the planet makes still sense. At the other hand the nightsisters might be exactly that kind of force which can corrupt a force sensitive man who came to the planet to save his parents.
On top of that you get the other witch clans of the planet who are light side users without being jedi, rancor riding seeker/hunter+pathfinders and on a primitive world isolated by the rest of the galaxy by the order of the emperor himself.
Strong and interesting characters, potential teachers and allies strong in the force, the empire still involved as they have a prison on the planet and some blockage in orbit. And the nightsisters did take the imperial prison under their control at about the time of endor, so the opposition in the prison is still a lot less dangerous, while much bigger dangers can lurk in the shadows of the planet.
Oh and did I mention that they hunt males slaves for mating and are basically a in clan organized matriarchal society? ;-)
There was a now Legends graphic novel on this very subject but in that it turned out the Rebel Royal killed her kid brother who Darth Vader had helped corrupt (admittedly he was apparently a sadistic sociopath) he turned on his family and only the rebel escaped.
It turned out the Empire arrange a double after they discovered he had been killed and they eventually freed the world after its Imperial Moff (a former pirate well maybe not entirely former) used the double to create her own rebel group to hide her pilfering of the system's funds.
You could always have the brother become a pirate and they stumble into each other during your adventure and see how the player handles their siblings survival.
I'd throw in the Inquisitor posing as their relation.
However I'd reveal they're actually a set of twins who were used as doubles for their protection only they fell into Imperial hands and used to act as them "officially".
So not only do they have imposters they have no idea which is which except for the PC (unless they decide otherwise...) so the real question becomes what do they want to do with their family lineage?
Do they try to reclaim their lost heritage?
Redeem their family honour if one of their opposites is actually the real deal?
How far do you want this to go?

Star's End is a Corporate prison, not Imperial.
By stashing them at Star's End, you don't have to worry about their incarceration appearing on any Imperial records. Additionally considering the way that Star's End houses it's inmates, you also don't have to worry about another prisoner recognizing them and word somehow getting out.
If you think about it, it's really a good way for the Empire to stash prisoners with clout.
So in this case, the Empire turns the Mom and Pop over to the CSA to be put in cold storage. Sonny boy takes over the operation, and issues a cover story about how his folks were lost in a hyperspace accident or some nonsense and assumes the throne. If all is well mom and pop stay on ice and the CSA gets regular payments from Sonny for services rendered. If sonny comes across any surprises, he can go pull daddy out of the tupperware and get the info he needs.

Adventure wise this also leaves some nice adventure options going:
- Get a lead on the Royal Yacht adrift in the upper atmosphere of the ringed gas giant Varnalhop in the Gonak system. Discover it's intact, and was intentionally jumped there.
- Put pressure on Sonny to get or do something he can't only to have him miraculously pull it out of his butt. "You know... for the Summer Solstice Festival the Dominar is expected to present the Seal of Berica... Until he does, the more traditionalist members of the Council of Nine can theoretically challenge and veto any major decrees the Dominar makes... too bad it's locked securely in subvault 88... the Empire really wants a Decree of Alliance with the Emperor..."
- Notice that Sonny disappears at regular intervals. "Hey... did you notice that right before your brother recovered the armory ship, appeared with the Seal of Berica, and reactivated the Deathmoon missile base we didn't hear a peep outta him for like a week each time? Like nothing, not even a paparazzi holo of him with some bimbo at the newest nightclub... that narcissist can't go three days without making some kind of holonet appearance, but each of those times it's like he falls right off the galaxy for 5 or 6 days... Where the heck is he going?"
- Discover a strange connection between sonny and the CSA. "Ok.... Sonny's been sending 50,000c to the CSA every year like clockwork and they've been shipping him loads of Jawa Juice squeezers in return.... but each shipment goes to this warehouse and vanishes.... we need to get in there and find out what he's really buying from them... (after much adventuring) huh.... nothing.... the CSA is transferring empty crates to sonny... hundreds of empty crates.... why?
