I suppose I should have specified that yeah, otherwise it does sound like a vague self-determined rule.
Thank's for the clarification guys and dolls. We flipped a coin when this came up and Poe got the advantage. But now I shall have my revenge on him.

The rule of "cannot" comes into play in any instance like this. Poe says he may modify and Omega Leader says he cannot, so therefore Poe cannot use his ability, or any other form of dice modification he might have available (focus, target lock, etc). If you can remember the "cannot" rule, it will alleviate a lot of card conflicts rather quickly. ![]()
