Because it operates massively differently? Nebs fly and operate extremely differently to the GSD and their titles have a huge impact on how each can participate.

And still completely ignoring the point. A whole extra ship is a bunch of potential that Imperials are lacking. And while there is synergy between the Imperial fighters, there is synergy between the Rebel ships (Redemption, better use of Projection Experts, etc.)

But the point is that lacking an entire ship comparatively is a big chunk less of possible combinations. Not to mention that it could actually help move some focus away from Demolisher, if it offered something Imperials otherwise lack (such as decent long-range firepower without needing to barrel straight forward.)
