Or you could be more fiddly/mean and say that from the first point above double unmodified enc threshold and every 2nd there after you add a setback die (so 15, 17 and so on with the thresholds above)...

I'm preparing a new campaign, and will be making some changes to the encumbrance system in the game. Here's what I'll be doing.

Encumbrance Threshold: A character can carry up to Brawn + 5 in Encumbrance before becoming Encumbered. Encumbered is a status effect that applies Setback.png to all Brawn and Agility-based actions performed by the character, as well as a Setback.png to all social checks. Additional Encumbrance adds Setback.png per five Encumbrance over the character's Encumbrance Threshold. Encumbrance Threshold doesn't change, but can be affected as normal by talents like Burly.
Maximum Carrying Capacity: Characters will also have a Maximum Carrying Capacity. Maximum Carrying Capacity starts at Brawn + 5 and can be increased by items that would normally increase Encumbrance Threshold. A character that exceeds his Maximum Carrying Capacity upgrades all Brawn and Agility-based rolls once, plus an additional upgrade for each Setback.png rolled for exceeding his Encumbrance Threshold. The GM may spend Threat.png Threat.png Threat.png to cause the character to drop a piece of load-bearing equipment. The GM can spend Despair.png for much more nefarious means, of course.
Additionally, a character can carry one item from each load-bearing equipment category without suffering any penalty. Additional items increase the character's Maximum Carrying Capacity by half their usual amount, rounded down to a minimum of 1. These items are:
Backpacks
  • Backpack
  • Military Pack
  • Modular Backpack

Belt/Chest Gear

  • Load-bearing Gear
  • Tracker Utility Vest
  • Utlity Belt
Luggage
  • Surveyor's Bag
  • Spacer's Duffel
  • Wizard Pouch*

* - I don't have Nexus of Power, so I don't know how to properly classify the Wizard Pouch. I'm just guessing.
