Yes, assuming you clear your last remaining stress and nothing else prevents you from doing so (e.g. bumping, crossing an asteroid, conner net, etc).

Nope. It's always been that way.

Look at it this way. In general when you perform a maneuver that gives you Stress that Stress is going to prevent you from taking an action. The following turn you perform a maneuver that clears that Stress and because you are Stress free you can then perform your Action.

Stress is generally a "cost" of doing a little something more which then handicaps you until you clear it.
