Following scenario yesterday:
Last round, double-stressed enemy Dash with Heavy Laser Cannon has my Omega Leader (2 hull) in arc. I wanted to avoid that Omega Leaders ability works against me in this situation. I had Dash in target lock so he rolled 1 hit 1 crit. I rolled 1 evade, so I got the crit (double damage). Usually he should change that crit into a hit because of the HLC card text, but Omega Leaders ability stopped him. So I just wanted to get rid of the Target Lock vefore. Omega Leader kills hinself somehow.
unfortunately there is no way to remove a target lock without targeting another (unless they have expert handling to remove it)
this is a downside to Omega Leader but has a very limit number of times it will actually come up

No, you can't remove it, and this is why OL doesn't like HLCs.

Why didn't you spend the target lock during your attack? OL shoots before Dash, after all.
The only way I know of to remove a target lock is Expert Handling (2)
Action: Perform a free barrel roll action. If you do not have the
action icon, receive 1 stress token. You may then remove 1 enemy target lock from your ship.
I think its the other way around to what you want though
It won't work for OL, but you can remove enemy locks with Countermeasures, as well.
You could have spent your TL to reroll zero red dice.
It's possible though that Dash only had 2 hull remaining, so he didn't want to allow dash to modify his green dice... And then he got lucky enough to roll 2 evades naturally to live through the 2 hits that OL rolled (with 1 hull left post Juke).
This is a rare occasion, always keep the TL on your enemy. He may have got a crit through, but they also cant focus the other hits through, or reroll, etc. Dash most likely had a focus, and perhaps in this one scenario he rolled like two blanks, 1 hit, 1 crit, but in other scenarios he could roll 2 focus, 1 hit, 1 crit, and you dont want him to focus it to 3 hits, 1 crit.

That's completely possible. But the OP is asking how to drop a target lock in the Activation phase, meaning he's okay with Dash modifying defense dice as long as he can take advantage of the HLC text to keep Dash from critting him.

You're probably right. If Dash can modify his dice with a focus token and OL has an evade token, OL has a 32% chance to take at least 2 damage (and the average is 1.04). If Dash is prevented from spending his focus token, your chance of taking at least 2 damage drops to 10% (and the average drops to just 0.44). In exchange, you pick up a 13% chance for Dash to sneak a crit through; I think the smart money is on keeping the target lock.
