As far as I know I can socket talent cards into a character or party sheet in Story Mode for free and I can exhaust them whenever I want (in Story Mode). Am I right? If I am, I have got a question about a talent card called: "I'll sleep when I'm dead". Can I (as well as my team members) use it to recover from all fatigue points which I got in encounter? If yes it seems silly.

on page 62, it says that fatigue and stress are only short term effects anyway. As soon as the encounter is over you get some back straight away.
If you socket the I'll sleep when I'm dead talent to the party sheet, then I'd say yes "pretty quickly" the whole party would get their fatigue completely restored.
You could look at it as either the person with the talent giving words of encouragement to the group and giving them a "second wind" or could even be some relaxation or massage techniques that make the group feel refreshed...

I think usually, if you should be concerned about Fatigue and Stress then you should probably not be in story mode.
