Outmaneuver and firing arcs.

Outmaneuver:

When attacking a ship inside your firing arc, if you are not inside that ship's firing arc, reduce its agility value by 1 (to a minimum of 0).

What counts as a firing arc. I know the shaded portion of a ship count, and the Auxiliary arcs such as the one on the Firespray and Ghost. But what about ships that can fire 360 degrees or the 180 degree arc on the Hound's Tooth?

Go by the arc printed on the token. In the Hound's Tooth case it includes anything in the 180 degree arc (the extra side arcs work exactly like the Firespray's auxiliary arc.). Turret ships only have a forward facing arc and that's all that matters for Outmaneuver.

Turrets in this game do not have a 360 degree firing arc. They are just able to fire outside of firing arcs.

No. It has a printed firing arc. As already said, the Turret Primary Weapon rules don't give you a 360 degree arc, they merely let you make attacks against targets outside of your printed firing arc. Same for Turret upgrades.

Only if the ship with Outmaneuver is inside the Falcon's firing arc. The YT-1300 has a normal firing arc, the Primary Weapon Turret just allows it to attack ships outside of that arc.
