conservative side of the covering fire card

while this card is re-charging do you think the active player (in subsequent rounds) is prevented from performing other actions?

The effect and requirements suggests the active player is shooting a number of arrows or whatever over subsequent rounds, and if so can they still take a regular action on subsequent rounds or does the covering fire count as their action?

The reckless side only has an effect on the round it is activated, and significantly doesn't have the ongoing trait.... if only we knew exactly what the ongoing trait mean't (probably nothing more than the effect continues over and above the round in which it was actioned..)
