tractor beams: When you activate, you may exhaust this card to choose 1 enemy ship of your size class or smaller at distance 1-5. That ship must spend a Icon Command Navigate token or reduce its speed by 1 to a minimum of 1.

assuming you quoted us all of the text correctly, I say yes, it procs.

Its a Known Issue that has not yet been FAQ'd or answered via Email.

And remember, "You" translates as "This Ship"...
Not "You as a Player."
It seems to me that it would activate the Thruster Fissure. I know we normally go explicitly by the wording, but it makes sense as well as reads that way. I would think a speed change caused by tractors would have to be harder on the damaged thrusters than a planned maneuver.
