When is a character under an Active Defense?

When he uses Dodge, Parry or such and they are now recharging? Is the time they take to recharge is the character considered under an Active Defense? or just the turn he used it under?

What situation are you looking at?

I've seen cards that say "you can't do this while an active defence is recharging" or something similar, and that's pretty clear. Is there something specific you're wondering about that says 'while under an active defence?'
