Yesterday me and my friend ran into an issue. I had Omega Leader who's ability reads "Enemy ships that you have locked cannot modify any dice when attacking you or defending against your attacks."
Where as he had Poe Dameron "While attacking or defending, if you have a focus token, you may change 1 of your focus results to a hit or evade result."
Now you can imagine the situation where OL had Poe locked but Poe had a focus. We resolved by flipping a coin (I won) but officially which of these abilities gets priority?
When two abilities contradict eachother?
Omega Leaders "CANNOT" takes priority over Poe's "may". When Omega has a TL, they cannot modifiy their dice.
BTW, this means that if he has a TL on a heavy laser cannon, it's crits do not become regular hits but stay crits as that counts as modifiying dice.

On a related note, when two effects change a manoeuvre's difficulty, the more difficult one takes precedence.
Page 2 of the Rules Reference states: "If a card ability or mission effect uses the word “cannot,” that effect is absolute and cannot be overridden by other effects."
