Inquisitor roll 2 reds instead of 3, right?
Inquisitor always treats the range of his primary as 1.
So, if he was at range 1 of Zertik and range 3 of Soontir, he would stop Autothrusters from working, but still roll only two dice on the attack - because he treats the range of the attack as 1 (which per the errata/faq, means ATs don't work) but cannot add his bonus die for range 1.
His target wouldn't get their range bonus die either.
If he's attacking Strom specifically, it depends whether Strom's ship is at range 1 of The Inquisitor's. If so, all the above is true, if not, Strom's ability doesn't trigger.
