Reveal Rebel Base after Passing?

It came down to the end.

The rebels passed, having run out of missions.

The Rebel base was still undiscovered.

The Empire moved the Death Star to a new planet by itself (no space or ground units with it).

The Rebel base had lots of X-wings ready and knew the weakness of the Death Star.

The Rebels revealed that his base was where the Death Star was.

But wait, reveal can not be done during a Rebel turn.

He had passed before.

The rules have a list of what you an do on a turn (Mission, Leader, Pass....)

and what you can't do after passing (Mission, Leader).

No mention of reveal.

You can easily justify either answer.

no) They passed and get no more turns

yes) It doesn't say no more turns just that you can't run missions and such. You claim that every turn after that you have to pass, which means you could reveal.

The ruling would decide the game.

and the fate of the Rebels.....

Pretty cut and dry. Has to be one of his turns. Shouldn't have passed!

Of course what is the Imperial player doing sending in just the Death Star without fighters?

It isn't cut and dry at all. As the OP said, passing doesn't cause you to lose your turn. It only restricts what you can do on your turn (i.e. not activate systems or reveal missions). [page 6 of the RR.]

Yes, that was the compelling argument on one side. As I originally posted both sides seemed justified.

The Command Phase is restricted but it doesn't say it doesn't exist.

Rebel player does not get any more turns after he has passed.

LTP p. 07, "Command Phase" subsection:

"A player can pass at any time. After a player has passed,

his turn is skipped for the rest of the Command Phase."
