What are the tournament rules for modifying or altering your ships? For example, can I sand down the astromech in Poe's X wing to make it round like bb 8? I might even cut out the astromech and sculpt a round bb 8. Will either one disqualify the model? Also, is it safe to paint a miniature for a tournament?

Painting is fine.
Modelling is fine as long as it is clear which model it is when you've finished.
Rounding off the astromech and painting your T70 in Poe colours will be fine.
Technically, you're not allowed to modify the model, but repaints are allowed as long as they're not deemed to be offensive. But the modification you've proposed is that minor that I doubt it would be an issue. I'm sure there's plenty of people here that would love to see the finished model.

Nope, this changed with the latest FAQ/tournament rules. MOdifications are allowed now as long as it's clear what the model is.
Which is only really a change in the written policy to reflect the de facto policy, given that there were altered models on the Twitch stream at Worlds...

I'd have replied with the earlier statement if not for the later change to that ruling.
When it comes to modifying the ship you probably should stay away from TIE Fighters. Even without mods it becomes difficult to tell an original TIE Fighter from the TIE/fo model if you give both of them the same custom paint job. Even with the rest of them if you start making cuts is panels it starts becoming a lot harder to recognize what the base was supposed to be.
