Well, claim does indeed always goes first and the last character will be dead before the event can be played.
HOWEVER, because of moribund, even though that character is dead, it is still on the table to be used to pay the cost of the event. Here's how it works:
Step 1a: Initiate determination of challenge winner (count and compare STR)
Step 2a: Save/cancel opportunity to determining challenge winner (not sure there is anything that can actually be played here...)
Step 3a: Resolution of determination (challenge is "officially" won)
Step 1b: Initiate claim effect (this is a military challenge, so a character is chosen to die)
Step 2b: Save/cancel from claim
Step 3b: Resolution of claim (the one Lannister character becomes "moribund:dead," but physically remains on the table)
Step 1c: Initiate awarding of "unopposed" (if applicable)
Step 2c: Save/cancel unopposed
Step 3c: Resolve awarding of "unopposed" (power goes on House card)
Step 1d: Initiate awarding of Renown (if applicable)
Step 2d: Save/cancel Renown
Step 3d: Resolve awarding of Renown (power goes on characters)
Step 4: Passives (activated by anythin g that happened in Steps 1a-3d)
Step 5: Responses - this is where ALPHD would be played.
Step 5I: Initiate - Pay ALPHD cost by kneeling the (already dead, but still physically on the table) Lannister character and choosing an attacker
Step 5II: Save/Cancel - the target could be saved
Step 5III: Resolve - the target character also becomes "moribund:dead," but physically stays on the table
Step 5IV: Passives - any passive effect activated by anything that happened in Step 5I-5III takes place here
(Assuming no more Responses...)
Step 6: End Window - all "moribund" characters are physically taken off the table.
That's how it works. Even though claim goes first and the character dies, it can still be used to pay the cost of ALPHD "on the way out." This only works for Responses, of course.
