Nope. Only EPTs with the ACTION: header.

Youngster doesn't give ANY ships his talent. If he has an ACTION EPT he'll tell others how to perform that action when asked (ie they spend the action to get use form Youngster's Action based EPT) but they still don't have the EPT. If there is no Action use then there is nothing for them to gain from Youngster.
