Yes, every attack involves the rolling of both attack dice and defense dice.
You'll have to decide for yourself whether the TLT is worth the points, but consider this: the only defensive tech that fully works against a TLT is something that isn't consumed. Evade tokens and Focus tokens can only be spent against one of the two attacks.

Yes, you perform two separate attacks, but skip the "Declare Weapon and Defender" step on the second attack.

It's pretty consistent at putting through at least one damage each turn, and often two, and can fire out of arc. Normal three and four dice attacks have a higher potential damage but often don't reach it.
Thanks for helping me clear that up. Definitely going to be looking into using some tlt in my builds in the future.
And don't forget, as it is not a primary weapon, the range bonuses do not count for the defender... so range 3 is a great place to be.
They are two separate attacks. If you happen to use something between them that shuts down any additional attacks for the round you only get one attack from it. This means that if you have Gunner on the ship and the first attack misses that would trigger Gunner but if you use Gunner that upgrade prevents you from making any additional attacks that round which means the second attack would not happen.

It's also worth pointing out that if the first shot from a TLT kills your target, you forfeit the second shot. You cannot take that shot at something else.
TLT seems to be the most effective against mid to low agility ships. If you have 3 attacks normally against a 0-2 agility ship, you're more likely to get 1-2 damage from the TLT then from firing your primary. I use it on a docked Ghost for 2-4 damage a turn. It's insanely effective against bulky ships but against high agility ships, I find the primary weapon seems to work best. However using a TLT as you close in and switch to Primary at range 1 (which you have to) usually keeps your damage consistant across the board.
I will say, from experience, nothing makes a TLT feel like a frustrating waste of points than trying to use it against a Phantom lol.

given the current FAQ, the TLT can only be used for 3 attached on a Ghot docked with a phantom ![]()

given my current rolling, TLT with accuracy corrector on a ghost work nicely, even without the Phantom docked
