Question about Oath of Silence

I have a question about Serena's plot card, Oath of Silence.

Is that possible when you choose a monster to choose Raven Flock Servant of Call of the Ravens OL card?

I think this would be interesting if I can use this in an Reanimate / Raven combo.

To create a hard to kill Reanimate army.

I don't think this would help a Reanimate army much at all. Reanimates automatically heal when they take any damage. Usually if the army is intact, they will heal all of the damage they had taken, if they weren't killed outright. Cards that truly help Reanimates are cards that increase their maximum health, as the key to their longevity is being able to survive big strikes.

For instance, this card is great for them:

Ardus Ix'Erebus: Loyalty Rewarded - 4 threat to buy, 1 threat to use

Exhaust this card after setup of an encounter and choose 1 of your open groups. While this card is exhausted, each SMALL monster that belongs to the chosen group applies +1 to its Health. This card does not refresh as normal. Refresh this card at the end of each encounter.

Extremely powerful when paired with:

Rise to the Challenge - 4 threat to buy, 0 threat to use

Exhaust this card when a SMALL master monster is defeated. While this card is exhausted, each minion monster in that monster's group uses the Speed, Health, Defense, surge abilities and attack dice of the master monster (not including an agent) in its group; place this card near that monster group as a reminder.

This card does not refresh as normal. Refresh this card at the end of your turn.

If played after the first Reanimate kill, you create a super sticky wall of 5 master Reanimates that will strike back hard on the Overlord turn. Scary!

The Raven Flock is a good target for Oath of Silence in general though. Keep it in the back or around a corner to act as a passive healer for the rest of your army. Could be very helpful in some situations. I'd like to pair it with something tough like a pair of Golems or Shadow Dragons, making a blockade stickier, or maybe a Rat Swarm group to keep their damage up. (Not legal, sadly)

Still, in general, +2 health per turn is often not as good as it sounds, as a good hero group will try to eliminate one target at a time rather than soften them up.

It's true to increase their health than recover it for Reanimate.

I'll try this way to make them a nightmare for my group.

But I still wonder can Oath of Silence choose Raven Flock.

Because Raven Flock is not exist until the OL summoned it.

But also , the description of Oath of Silence didn't say you have to choose a monster already there on the map.
