So I have narrowed the possibilities of what list to play at regionals. tell me which list would be most effective and why?

So list 2 gives a lot of more freedom when it comes to modifying it not sure on the EPT for #2, and what else to add.
The first build is a beaut. Having had some experience flying a two ship Deci list with Vader I'd argue against that due to how I found it. I think with Predator and Gunner and RACs pilot ability you shouldn't have as much trouble punching damage through on aces.
It's also interesting how much damage Ysanne can save you from over the course of a battle

yeah i was leaning towards that one. i just wanted to see what the more experienced players thought.
Try this list if your local meta has imperial aces, palp or not. If they are aces rich, try this list. It is excellent against aces.
RAC: VI, EU, Vader, Gunner
Whisper: VI, ACD, FCS, Kallus
With VI on, RAC can easy one shot the aces that gives Whisper problems or leave the aces badly wounded for Whisper to finish them off.
Against U-Boats, you do have a disadvantage because of RAC, hopefully with EU, you should either be able to get into range 1 or out of arc of one or more Jumpmasters.
If you don't use Vader, 16 Hull/Shield can probably tank 4 torpedoes, more if you're lucky. Concentrate your RAC (you do have Gunner and RAC's pilot ability) and Whisper to destroy one U-boat asap.
As long as you get rid of all the torps, either by killing them or tanking them with your decimator, it's not impossible to beat U-boats.

Looks good, but i don't have agent kallus and there is no way i can get it before the tournament
