The card says 'when a hero draws a supply card....' so assuming it applies to any of the heroes, whomever actually has the card...

Reason I am asking is that the text in Viper's den mission is: 'Rebel players choose 1 hero to receive the "Rebel Recon" Reward card' so it seems it is attached to a single hero...\
