Question about R4 Agromech, and the timing of Target Locks

So this has been bothering me about R4 Agromech.

The Agromech says

"When attacking, after you spend a focus token, you may acquire a target lockon the defender."

Proton Torpedos say:

ATTACK (TARGET LOCK): Spend your target lock and discard this card to perform this attack.

Declare Target says:

"The attacker may measure range to any number of enemy ships and check which emeny ships are inside his firing arc. Then the attacker chooses one of his weapons to attack with. Then he chooses one enemy ship to be the target and pays the costs required for the attack."

Spending Focus says:

"Ships with the Focus icon in their action bar may perform the focus action. To perform the action, assign one focus token to the ship. When attacking or defending, the ship may spend that token to change all of its eyeball results to hit results (on attack dice) or evade results (on defense dice). All unspent focus tokens are removed from ships during the end phase"

So the Order for Attack is:

1) Declare Target

2) Roll Attack Dice

3) Modify Attack Dice

4) Roll defense Dice

5) Modify Defense Dice

6) Compare Results

7) Deal Damage

So I would

1) Declare Target - Im going to shoot that Tie Fighter with my X-wing, with Proton Torpedos". To do so I have to spend my Target Lock.

2) Roll Attack Dice

3) Modify my attack dice by spending a focus. Here the R4 Agromech kicks in, and I receive a Target Lock by spending my focus.

The problem is, I cannot INITIATE the Attack (Target Lock) ordinance attach. because I would have had to had one earlier. For example

1) Declare Target "Im going to shoot that Xwing with my Proton Torpedoes"

2) Spend Target lock

3) Roll Attack Dice

4) Modify attack Dice by spending a Focus, receiving another Target Lock.

4) Roll Defense Dice

5) Modify Defense Dice

6) Compare Results

7) Deal damage.

So by this logic (which may be flawed and hence the post), Spending a Focus to modify your dice roll could not allow you to attack with Ordnance, even if you get a free Target Lock. I cant see any rules that allow you to spend a Focus, except during the Modify Attack Dice Phase

Well Dengar can do it (attack earlier in the round, spend his focus, gain target lock, get attacked by the ship in arc he's target locked on)

And also, the spending of the focus for Deadeye triggers the Agromech.

Which is why u-boats are scary.

This would allow you practically the same thing. 3 four dice ordinance attacks, with potential two automatic crits and re-rolls. And you get to do it twice.

It's really a waste on Kavil though...

This might also be a good time to point out that x-wings can't use R4 Agromech (it's a salvaged astromech upgrade, x-wings can only use normal agromechs)...
