So omega leaders ability states basically the defender/attacker if locked cannot modify dice which to me means no evade tokens, no focus tokens and no upgrade card modification. Now does adding a die at range one for attack and a green die at range 3 count a modified dice I would say yes but thought I would ask the pros

Adding dice is different from modifying them, so the range bonuses wouldn't be affected.

No, abilities and rules that change the number of dice rolled are not dice modifications. You figure out your dice pool in Attack Step 2: Roll Attack Dice. You perform modifications in Attack Step 3: Modify Attack Dice. Defense dice have equivalent steps in 4 and 5. (Rules Reference p.5)

Modifying dice is:

- Adding results (e.g. Advanced Targetting Computer, spending Evade token; distinct as noted above from Range 1 bonus, Zuckuss pilot, opportunist etc)

- Changing results (e.g. spending Focus token, Poe's ability)

- Rerolling dice (e.g. Target Lock, Zuckuss crew's ability)

Adding dice before rolling is not dice modification, so Omega Leader doesn't affect those abilities. Adding dice results after rolling (including adding an evade result using an evade token) is dice modification, so Omega Leader can use her target lock to prevent it.
