Can you explain your reasoning here or point to official confirmation as the card reads exactly as it here's gave described to me. ie :The ship firing tracers needs to be in range 1-3 of target but the ships receiving free target locks don't they just need to be bear their attacking ally.I wish it worked that way, but it doesn't.Alright, that makes sense. The target lock action allows a ship to acquire a target lock. Acquiring a TL is limited to range 1-3 unless otherwise specified, such as with LRS or st-321.
Systems officer allows a friendly ship to acquire a TL, so the friendly ship has to be within range 1-3 of the enemy target. It says nothing about the ship carrying systems officer needing to be in range of the enemy ship, only that it has to be close to the friendly ship that is acquiring the lock.
Though that makes this a really disappointing upgrade. Not one I'll be using.
Thread Tracers also allows you to ignore range, as it says you acquire a TL on the defender. You just need to be within range 1-2 of the attacker.
If Thread Tracers had the mechanic of allowing the Tracer shooter to hand out blue TL tokens, then yes, the ultimate effect would be as you described. But ships gaining the advantage of being near the Tracer shooter still have to meet the requirements of being able to obtain TLs on their own.
It doesn't say that those ships recieve a target lock on the defender. It says that they may acquire a target lock. The rules reference describes what acquiring a target lock entails.
