When you play a tactic, can you use the Loyaly Icon during that turn to pay for any other cards following the tactic card played?

No, tactic cards leave play once their effect occurs. Even if another person plays a response to your tactic, and you respond to their tactic.... the cards are gone, only their effects linger on the "stack" to occur in reverse sequence.
