A lot of other systems use a national ranking system. What about pilot rankings for X-wing? Kind of like a DCI number. Start with the rankings of Worlds, and factor in store championships, regionals, and nationals. Have a Europe and North America league that tracks your performances. That way when you go to a tournament you are initially Swiss paired by your ranking.

Over here (some countries in Europe), a lot of tournaments (not only for xwing but warhammer, 40K, and many more obscure games) use the http://www.tabletoptournaments.net/website for tournament registration and results.
This allow it to publish a ranking for each game by country or at the european level.
Basically you gain points for your 5 best tournaments (better place at a larger tournament is better than a worse place at a smaller tournament with a decreasing value over time).
