does Vera in the Widespread Panic (Acte II, Shadow of Nerekhall Campaign) starts the second encounter full Heath or does she keeps the damage tokens from encounter 1 (if any of course ! ) ?

Unless it says otherwise, full health.

She starts the second encounter with full health.

This is true of familiars such as Brightblaze, and lieutenants as well. Unless otherwise stated, only the actual heroes retain damage on them between encounters.
