Easily fixed by adding the same rule limiting small ships to 8 of one type a la Epic.
There are no easy fixes.
But 90% of aces can be made awesome by double EPT A-wing style.

Makes all of the HWKs cheaper as well. What doesn't it hit? I'm thinking the Y-Wing.
Please not another "add a boost/barrel roll" fix
You need boost for Autothrusters, which would possibly go in the second Mod slot effectively for free.
It takes away the Scyk title cost problem, or makes the base ones more in line with a base tie.
It gives the Kihraxz a reposition that it needs, and it gives the Starviper Autothrusters which is basically an auto include, but for free, so you have effectively brought it in line cost wise.

Well, I do agree that scums need more ships with native boost ability since only starviper has it right now. But adding it to all of them is not the solution.

Because in the world of Boostwing a high PS without boost is a waste of points 99% of times.
With respect, your entire card idea is a problem.
Boost should not be given to every single ship in the game. Yes the power to re-position yourself is very powerful, but if every ship were to gain it as an action it would remove the need for the engine upgrade card for starters, and would also just make every ship play very similarly. There is no doubt that boost is one of the most powerful actions in the game, but it should also come with a cost.
As for giving two mod slots to scum ships, no. The TIE Interceptor is so far the only ship that can take two modification slot options and I like this because it gives the ship a unique thing that only it can do, it is the only ship that can equip stealth device and autothrusters, or any other combination of two mods, just like how the A-Wing is unique in that it can take two EPTs, the TIE Adv can give an autocrit if it is target locked etc etc.
I'm hoping they present a S&V fix in the form of "prerequisite: Upgrade can only be applied to ship with 1 Shield", covering Syck, Kihraxz, Hwk, and Starviper, while not giving scum Zs a huge edge.
And I agree with most that the fix shouldn't be presented as just barrel-roll or boost. The game already centers around that and it would only enable at this point.
It could present itself as an increase in Shield. All the ships would be a bit more threatening with more health. Maybe something like:

The first damage card dealt to this ship every round is flipped face up.
This gives the ship more health, an edge in combat, but also a drawback, since this 'fusion-reactor' could be unstable.
none of this is going to help scum generics
what you need to make them good is consistent, full dice-modifiers or (Failing that) feedback array. Otherwise, you end up with a bunch of scrubs that you painfully array into position only to have your red dice flake off on you or your opponent's greens roll perfect naked evades, losing you the game right there
a few of the named pilots for the small scum ships are actually pretty incredible, especially Mux/Palob and Xizor ito the dice they modify (and, in Xizor's case, how durable and careless he can be). Zuckuss is also pretty scary, essentially hitting as hard as a torpboat every turn at PS 9.
the only problem is that their escorts suck. The only one worth using is the r4 aggro Y, and with torpscouts blowing them out of the water...
But again, the problem with the different ahips is different by nature. So one all-around fix will be difficult, if not impossible, to produce.
