If both players ID, they both "win." If all players ID, no one risks loss of position. Huh...
By all means, keep the ID rule as is. I'd love to start seeing complete seasons of Tournaments where every single attendee realizes that ID is in their favor, and they all ID for every single match, then playing just for fun afterward, resulting in everything from Regional to World Tournaments ending with every single entrant from the beginning receiving first place at World.
Further, any attendee who refuses to ID should be banned for poor sportsmanship. Since you can ID without loss of position, it is poor sportsmanship to insist on a chance to potentially embarrass and humiliate another player just for your own self-gratification.
In fact, just save people the costs of traveling and give anyone who enters any local Tournament First Place for World. Because clearly, how you play the rules is more important than how you play the game.

If it's possible to know exactly which players will be the top cut before the last round of swiss is played then the system is flawed.
