Dodge & Recovery Timing

What is the timing of applying a rolled Dodge in an attack? In the RRG, Modifiers are applied in step 4, but Dodge is not a modifier, as it is not "an effect that gain or remove icons or accuracy", or is it? Surge is spent is step 5, before an attack resolves. Since Recovery is not a condition, I do not believe the attack has to inflict damage to the target before taking effect. There is no specific timing window, as I can see, where rolling a dodge, would prevent a surge from being spent on recovery.

It doesn't.

You only need to do damage to apply conditions to the target or yourself (bleed, stun, focus, ect).

Dodge only affects step 7 of the attack. (See miss. Dodge causes the attack to miss. Another possibility for a miss is to fail to reach the required accuracy. )

Recover does not require the target to suffer damage, because it is not blast, cleave or a condition. Recover Damage is performed after the attack, timing of Recover strain is not clear, we're waiting for a clarification.

Looks like it is clearly spelled out under Miss. I was completely looking in the Attack section of RRG.

The interesting/annoying thing here is you can declare and attack against someone 20 spaces away that you know you'll never hit, but still use the surge to recover.

Can't say I'm a huge fan of that but I guess it still uses up an action.

In the case of a hero, that's pretty dumb since they can just rest.

Recover strain (hero ability) has the same exact timing as Recover damage (after the attack). Treat this Recover as if it is printed on every hero's sheet. Spend the surge to recover in step 5, recover after step 7 resolves.
