The player aids for both battles of the third age state that a partial action token can be used to place a new recuitment token in the apporpiate Recruitment Area of that nation. In the rule book there is no mention of partial action tokens being able to place new recruitment tokens.

Which one is right? And, if they can be used to place recruitment tokens, in which regions can they be placed? In any settlement or just recruitment areas (in the rohan battle the free peoples player technically does not have an official Recruitment Area?)

An Action Token can be used to place one Recruitment Token in a Recruitment Area (not a Settlement) in the Gondor scenario only, under the same circumstances in which an Action Die may be used for that purpose. As you noted, there are no Free Peoples Recruitment Areas in the Rohan scenario.
