Sensor Jammers... Opponent rolls attacks and rolls blanks. He then uses target lock to reroll and rolls a hit. I assume I can still flip that hit to a Focus as I did not use Jammer yet?

Jammer states. "When defending, you may change 1 of the attacker's hit results to a Focus result. The attacker cannot reroll the die with the changed result.

no because first you modify red dice, then he does, so you lost your opportunity
