Zeta and Omega without upgrades are pretty weak. Maybe drop the generic tie to upgrade them? I'd still be really interested to see how you get on with the list you've given.

Well, if I do drop the TIE, what should I put on them?
I counter you list with this one
you want whisper to to shoot first or as soon as possible so you can re cloak, with out the high PS you're extremely soft with only two greens.
What do you have to work with?

Edited your list here and there and came up with this. Not sure if it's particularly good as I've never flown a Phantom, buy hey. Why not? If you're intent on taking those two TIE/fos I'd try this, but Kent's list is definitely appealing.

I'm a fan of "Whisper" and looking for an opportunity to test the following list to see how it handles:
"Whisper" - Recon Specialist, Veteran Instincts, Advanced Cloaking Device, and Fire-Control System (42-points)
The Inquisitor - Veteran Instincts, Autothrusters, TIE/v1 (29-points)
"Omega Leader" - Juke, Comm Relay (26-points)
This 3-ship build provides a PS8, PS9, and PS10 at 97-points (3-point initiative bid should greatly help "Whisper").
Whisper should always start with VI and ACD. Systems should usually be FCS but a case can be made for Sensor Jammer. I think most crew can be justified, but I'd generally say Recon Specialist is best, with Agent Kallus or Intel Agent being decent choices.
You are giving up way too much on the support ships to fit 3 of them in. Better to spend the remaining points on two good ships rather than three weaker ones.

Phantoms don't want a lot of wing men per sey. What they want are the scariest one's they can get. I've been running Echo a bunch, my preference to Whisper but to each their own. If I run not so terrifying wingmen Echo/Whisper gets focused on by Everyone, and higher pilots will pick on you while your evade dice are capped at two. So throw someone in the mix that might force a second thought of getting picked on while trying to get your Phantom. The other idea is as many Acadamy pilots as you can and block block block. Did I mention you need to Block with those wingmen. This basically lets the Phantom position without being shot at. As is not enough blockers, and not another ship to scare the opposition to not focus on Whisper.
I would stir more towards,
1 • Whisper - Outmaneuver - Recon Specialist - Fire-Control System - Advanced Cloaking Device (44)
2 • ''Youngster'' - Rage (16)
3 • ''Omega Leader'' - Adaptability - Weapons Guidance (23)

List looks much better, kiilakan. The quoted statement is true between 4-5 dice, target lock and possibly focus your odds of ever using the gunner here are all but non existent. Dropping down to either a Rebel captive or recon specialist could give you a 2 pt bid if you did nothing else. You could go down to intelligence agent opening up 4 pts drop one of the aces the stealth device on the other and now you have room for Vader or Soonter Fel.

Would love to have Vader or Fel, but I don't own either, I just played the list and every time I shot I missed, Gunner allowed for the second shot, with a target lock, to actually hit.
What about this alt list? No Gunner but Intel Agent can help with positioning.

If you have the Comms Relay, then you have both Omega Leader and Zeta Leader.
OmegaL is renowned because with Comms Relay/Juke he can take down literally any ace one on one. Most ships rely on dice modification to push damage through, and he sneers at that. His ability makes Juke a constant Crackshot.
Zeta Leader with Predator is one of the cheapest high PS 3-dice ships - and his 'downside' is mitigated by the above-average greens on the TIE/FO dial. He's also a point more durable than any TIE/Interceptor. (actually, I'm not too sold on him having Predator; I'm sad because a lot of low-PS ships have left the tabletop).
The nice thing about matching those two with a Whisper is that OmegaL attracts a LOT of attention - but so does Whisper? Which one does your opponent choose to shoot? Not only that, but ZetaL can vomit damage in a way that will immediately attract enemy eyes.
With your points, you can afford Stealth Devices on both OL and ZL with a 1-point bid for initiative, or put SD on OL, Twin Ion Engine Mk. II on ZL, and have a 3-point init bid - SURE to beat Soontir Fel.
Or if you still want a 4-ship build... it drops Gunner in favor of Recon Specialist, which I feel helps whisper out a LOT. Rebel Captive is also good.
ZetaL, OmegaA, Academy, Whisper
PTL Omega Ace is literally the only way I'd consider using him. The greens on him are good enough that he should be able to TL+Focus every turn. The prospect of 2-3 Crits every turn, no rolls required, is enough to make anyone feel a bit wobbly.
