Special Firing Arc Range Clarification

The Special Firing Arc rules listed in the new rules that came with the Ghost says that the special firing arc is identified by the dotted lines and a weapon symbol printed on the ship token. Then it goes on to say:

"When attacking with a [torpedo icon] secondary weapon, a ship with this icon may attack an enemy ship that is at Range 1-3 and inside its standard or special firing arc"

The bit where is says "Range 1-3"; does this mean you can fire a torpedo at range 1-3 regardless of the range specified on the torpedo (i.e. Advanced Proton Torpedoes) out of either firing arc?

I ask only because it seems like by explicitly saying "Range 1-3", it overrides the normal range rules on a specific torpedo.

Otherwise, why would they just have left it as "a ship with this icon may attack an enemy ship that is inside its standard or special firing arc"

They confirmed that it just lets your fire your torps at their usual ranges.

I believe it is a reference indicating that the firing arc includes all range bands. It could be possible that some auxiliary/secondary/special firing arc in the future could have range limits included as part of its arc.
