Swiss ranking question: Head-to-head tiebreaker

At the end of Swiss rounds, there are exactly three players with 13 tournament points. Let's call them Amy, Bob and Chris. Amy played and beat both Bob and Chris during the course of the tournament. Chris also beat Bob.

According to the Tournament Regulations, Amy has the highest ranking out of these three players. How should the next-highest be determined?

A) It's Chris, because he beat every remaining player in the 13-point group (now that Amy has been placed).

B) It's whichever remaining player (Bob or Chris) has the higher MoV.

Followup question:

Similar situation, except Amy has the highest MoV but didn't face either other player. (Chris still beat Bob.) Which is correct?

A) Rank all three players in order of MoV.

B) Amy is ranked highest due to MoV, then Chris is next since he beat everyone who's left.

In the tournament regulations player ranking is determined as follows:

Tournament points > Head-to-Head* > Margin of Victory > Strength of Schedule > Random

*Head-to-head only matters if you have defeated all other players at the same tournament score.

The answer to the first scenario is B and the second is A.

In other words, the tiebreaker categories are applied top-down only once within each TP band. At most one player will ever get ranked by the HTH rule within any equal-scoring group, and if it happens it'll always be for the highest spot.

Re-reading that section in the the Tournament Regulations is kind of melting my brain a little. Was the Head-to-Head section added recently?

Walking through the steps, MoV would seem to end up trumping Head-to-Head as it states "The player with the highest Margin of Victory is ranked above all other players with the same number of tournament points." It should probably read more like this:

"The player with the highest Margin of Victory is ranked above all unranked players with the same number of tournament points."

It's not completely new. I see it in v3.2.2 (Sept 2015) but not 3.0.2 (March 2015).
