I understand how ACM works with a Target that has full shields, what I would like clarification on is if I fire at a hull zone that has no shields but the other adjacent zones have 1 shield. How does the dmg from the ACM work? Does it deal 3 dmg to the hull or 1 dmg to the hull and 1 dmg to each shield?

That crit effect is to do 1 pt of damage to each of the adjacent hull zones.
Shields do not matter. If there are shields, shields take the damage. If not, it goes to the hull. Same as any other kind of damage.
After the crit has resolved you do damage as normal.

Damage in Summary:
1) Resolve Critical Effect. This is a Declaration such as "I trigged ACMS" followed by doing it... If you invoke the default at this point, you are saying "And the First Damage card this turn is Face Up."
2) Count up how many points of Damage there are. This is "HIT" Symbols vs Squadrons, and both "HIT" and "CRIT" symbols versus Ships. This gets you the Damage NUMBER. (And if Brace was used, halve this number - Nothing Beforehand!)
3) Do the Damage 1 Point at a Time. If Redirect was used, then follow its allowance as well.
