So say I have an ISD with 4 dmg Cards, 1 dmg card is faces up the other 3 are face down. My next command dial is Engineering Command; I use the Command to repair one dmg. What dmg card can be discarded by the Engineering Command?

Found it! 3 points: Discard any one of the Ship's faceup or facedown damage cards

You tell them what to fix.
If they tell you that you don't have enough Power, (Cap'n!)...
Just, y'know...
Depressurize the whole section.
Just to be sure.
