The best reason for them to not allow GR75s to benefit from Ackbar is that it would be stupid.

Does this mean that Ackbar cannot add dice to say, a CR90B's attack if that attack is taking place at long range?

Most Emphatically Yes

If you read the FAQ, if you can't gather dice, the attack fails.
