On the wonderful occurence when Lando rerolls the dice to remove all crit effects:

Do APTs still occur?

Does Overload Pulse still occur? (Blocking this before Avenger is worth the rerolls)

Any other crit effects?

No crit effects occur in that circumstance. Remember that the attack order basically goes:

1. Attacker rolls battery dice
2. Attacker uses all add/reroll/modify/spend dice effects
3. Defender uses any effects in response, which includes defense tokens
4. Attacker decides on crit effect
5. Defender resolves damage

Lando is used in step 3, so if he removes all crits from the pool then there is no crit to trigger crit effects come step 4. The same is true of Evade tokens against crits as well.
