Two simple questions.

1) I know Rebels win when time and reputation markers meet. So if markers are on 8 and 9, would the game end or would it end once the time marker moves to 9?

2) On a related note, is there a reason why the reputation marker starts on 14 and not 16?

1) The game ends when both tokens are in the same spot. So if the markers were on 8 and 9, and the rebels do something mid round to gain another rep, then the game would immediately end there.

2) There are a few events that can happen to make the rebels lose reputation, such as a leader trapped in carbonite. They do not get the reputation back if said leader is rescued later.

One other thing I was thinking. Though unofficial, the starting reputation is probably the easiest way to handicap the game. If you're playing Rebellion against a younger player, you might opt to start on 16 to give them a couple more turns.

There are other ways you could handicap, but I feel this is the least drastic option.
