Can one use a Gonk action to place a shield on the Gonk card then use the free upgrade action to place it on the ship's card?

that is not true. no where does it say you can only use one action per card. The rule states you can't perform the same action twice. the Gonk card has 2 different actions on it. However an FFG employee did unofficially say that they were both the same actions. Things like this have been proven wrong in the past though when FAQ's come out. to make a long story short there is no official ruling and the TO's I know are allowing gonk and EI to work together.

This but, if you are planning to use it in a tournament it may be worth emailing to TO just to confirm which way they will rule it just to stop any conflicts happening at the event, also useful for knowing if it is worth building around or not

They really need to be preemptive about these kinds of things. They knew that it would be used this way if they put them both under different actions, and from the way it was created, one would think they are two separate actions. If they wanted it to be one action it should have had one action header and the text read do this OR do this, then both would be impossible as they are listed under the same header. I just feel that they are not good at writing these upgrade cards and definitely need improvement to clear up uncertainties. The mechanics in this game are not that complicated and just using correct formats and language would avoid a lot of these disputes on intended use of cards.

Via email they have but email isn't an official ruling. There is nothing in the FAQ about Gonk being a single action. Since there are two separate actions listed on his card there will need to be something in the FAQ to make it official. Technically speaking.

Okay. I thought it was FAQed somewhere, good to know that isn't actually the case.

I got a link to the original UK thread. Why the card wasn't worded place a shield on Gonk "OR" take a shield from Gonk and place on ship is beyond me if that was the original intention.
