I had a situation come up where the imperial player had Palpatine assigned to a lure to the dark side mission. However the rebels succeeded a daring rescue before palpatine activated. The imperial player just passed instead of using palpatine since there was no captured rebel leader anymore. Since palpatine did not attempt the mission does he have to discard lure of the dark side? If it was never attempted is it still considered being used under the rules?

If a player passes with leaders assigned to missions, those leaders stay on the missions. In the refresh phase, when each player retrieves leaders, they will pull those leaders off those missions and then those missions will return to their hand having never been revealed to the other player.
