My question is, chewy in the falcon with R2D2 as crew. Chewy can turn over crit cards with out resolving is effect, as R2D2 when you don't have shields you roll on a hit you randomly flip over a face down card and resolve it. Would that considered to be not dealt?

Correct, likewise Chewy won't protect you from Saboteur, Lieutenant Colzet, or Rexler Brath.

As Firespy confirms a damage card that is already on the ship and then flipped face-up is NOT a card that is being "dealt" Faceup which is what Chewie and things like Determination look for.
