Exist a point based Army Builder system???

Hi everyone!
First of all, I’m from Italy so you’ll excuse me if my English is not so good.
I’m quite new to this fantastic game that’s TOI. At the moment I own the base set, the “Days of the Fox” expansion and I’m waiting to receive the Normandy Campaign expansion.

Excuse me if it’s a newbee question but I’ve to ask you one thing:

“I’m trying to create a balanced scenario. Does exist a point based system that could allow to set two equally strong forces?
At example: the standard infantry unit cost is 1pt; the elite infantry cost is 2pts; the Sherman cost is 12pts and so on… So at the end of my army building process the total cost of the Allies forces is equal to the Axis one.
Someone can help me?

What works quite nicely for me is to use the army lists for Flames of War and translate them into ToI units. The results are quite balanced.

My doubt are about Infantry stands. One regular infantry stand is more powerfull in TOI than in FoW and then there's the problem about officer, Mortar and MG crews...

But I think that could be a good compromise...

Another system to try would be to add a unit's (vehicle or infantry stand) FP, range and movement values together for a sum total unit point value.

As in other point based systems, determine the total points allocated per side.

Additional points should be added for specializations and card decks.

Transport units would have a fixed value and could only be purchased in quantities proportional to infantry squads.

One ToI stand equals about two or three FoW stands, depending on the nationality. If you do not want to use house rules for light MGs and light mortars, simply ignore them or try to model the differences in firepower with the cards in ToI.

The point based system used in FoW can be used if one has the books, or wishes to purchase them. They are not cheap but are well researched and generally, high quality. I am not a huge fan of the rules presentation format, but have found that the OOB and organizational information to be outstanding. If you do not want to spend upwards of $100 US for various FoW books, a generic system based on a sum of the FP+MV+Range would be a practical SWAG (scientific wild-assed guess). Since ToI uses different FP/Range values against infantry and vehicle targets, you should base the point system on one or the other. I recommend basing it on FP/ranges against vehicles in order to create a more significant cost differential. Special rules for each figure would add +1 to cost; thick armor +1/die; +1/armor value over 4 . Examples of costs:

Reg Infantry stand of 4: 9 pts (4+1+4)

Elite stand of 4: 13 pts (+1 cover per figure)

Mortor stand (2 morotrs): 16 pts (4+8+4)

Stug III G: 24 pts (6+8+10)

Panther: 29 pts (+1 thick armor, +1 armor value (5))

King Tiger: 31 pts ((5+9+13)(+2 thick armor, +1/armor value over 4=(+2)) thsu (5+9+13+2+2))

Officers: 3 pts (+1 special rule, +1 movement increase)

Trucks: 5 pts (?)

Card deck values: I the same decks for each side, it's a wash. If different decks, then agree on cost before game start.
