Playing as 'Rugi. First form, blow up a foundation, choose low.
Second form, play Raging Gnome.
I can apply the +3 damage before the -5 right?

a floating effect should respond in the same window as a continuous ability. and if they resolve at the same time the person whose turn it is gets to decide the order.
