Can a Destination Card Activate a Sleeper Agent Phase?

I would like some input on rule clarification.

In our game we travelled three destination points in one jump. Then the crisis card "The Legendary Discovery" was drawn and resolved in pass. That crisis increased the total distance by one point. The question is: does this activate the Sleeper Agent phase? In our game this was a vital choice, because our fuel was exactly one point above half, so the Sympathizer would be on Humans' side if the fleet jumped, but on Cylons' side if the Sleeper Agents activated immediately after crisis resolution. We decided, that since the Kobol Objective card states that Humans' should _travel_ four units of distance, and the fleet cannot travel otherwise as jumping, and no jump occurs after the crisis resolution, this card should be simply added to the distance of the next jump. What do you think?

The sleeper phase would activate. Jumping is not necessary.

This is correct.

Also, if humans have all resources above half, the Sympathizer is on the Cylon team. If one or more resources are red, the sympathizer is on the human team.

Perpaps you mistyped, but this is opposite of what you said in your original post.

Yes, thank you very much. I meant that the next jump would decrease the fuel by at least one point, that would bring it to the red zone and the Sympathizer to the Humans team. If, however, no jump occured, the fuel would remain in the blue and Sympathizer would become a Cylon. So everything was correct, except for our decision :).
