Roslin and her once-per-game on New Caprica

On New Caprica, when a player "plays" a Quorum card they must roll a die and potentially be put in Detention.

Roslin's once per game indicates that she draw the top few cards of the Quorum deck and choose one to "resolve."

Because Roslin isn't technically playing a card (but rather choosing one to resolve) should she or the president not roll a die?

Technically resolving is not the same as playing; semantically it seems to imply a roll would occur -- if we are being technical (and I think we should be since locations on the game boards are very explicit about "playing" cards vs. "resolving" cards [ie: President's Office vs. Cylon location Caprica]), this would allow Roslin's once-per-game to be valuable even on New Caprica -- but also limit Starbuck's once-per-game to a Crisis card not originating from a revealed Cylon on Caprica.

And then if we aren't being technical, does Roslin roll a die or the President -- in other words, does Roslin choose one for the President to resolve?

My 2 cents:

She shouldn't risk Detention. the technical reasons you already mentioned. Thematically I see her ability not as a presidential decree (since she doesn't need to be president) but as a "look at me, I'm a badass leader" maneuver.

Roslin should make all decisions and rolls for any card she resolves unless it specifically mentions a titled character does it. Most of them are worded as commands, and so have an implied "you."

Roslin's ability is not using a location, but the president card from Pegasus doesn't care if you're using a location, just if you're in a New Caprica location.

"No, she is not in danger of being placed in Detention. This ability is not the same as playing a Quorum card from her hand for a number of reasons. To be clearer, the title card should really say "When you play a Quorum card from your hand..." I hope this answers your question!
