Well, the third edition collects all of the races and most of the rules (including expansions) from the second edition into one box. The rules that didn't make into the base game are mostly re-introduced in the expansion, along with 4 new races and a bunch of other stuff. One of the bigger differences between 2e and 3e is the Strategy Cards, which take the basic turn sequence and mix it up a bit, Puerto Rico style. Instead of everyone having a Technology phase during their turn, there is a technology Strategy Card. Everyone can partake in technology when the Card is used, but the person who picked it at the start of the round will have a better benefit than the others.
Also, instead of one player making all his moves at once (as I recall the old system being), all his attacks and then all his production, the system is distributed so that each player takes one action at a time and they keep going around until everyone is done.
The rulebook for 3e is posted in the support section of the TI3 catalog page if you want to read them over and see for yourself how they differ from the versions you're familiar with.
I don't know if I'd say 3E collects all the RULES from 2E into one place, but rather takes the IDEAS. The rules from 2E to 3E are substantially different - they are really entirely different games, with only some base similarities.
I don't know much about 1E, but apparently 1E and 2E are very similar, though 2E has plastic units "built in", where 1E had them as an expansion. 3E collects the races from 2E and its expansion, fleshes them out, and takes many of the ideas (especially when the expansion is added) and puts them into the 3E mechanics.
There are a few people who prefer 2E over 3E. 2E is a bit less "complex", though it can be a bit more fiddly, too. 3E is much more immersive in my opinion. Both are fun for what they are though.

2e had plastic units in the base box? I guess I must've been playing 1e back in the day then. I remember tokens for ships. I remember it being a good game but not good enough for me to run out and get it. 3e was too shiney for me to resist though. I don't want to say I'm a sucker for eye candy, but presentation definitely counts for a lot in board games for me. =)
