Action phases, turns and actions question

Hi

I'm new to TOI and I don't get it. Rulebook says "The Action Phase is broken down into a number of Action Turns, during which a player must take the number of action indicated by a scenario". Can someone please explain me how this look is game? I simply don't get how many Action Turns are per one Action Phase. Is there so many actions turns per action phase to activate all units?

Hi,

in the Action Phase you are moving your units on the board. To quantify the movements each player can do before the other player can act is called "turn".

For instance in a 2 player scenario it is written: "Actions per Turn: 3 actions per nation"

So player 1 makes three actions (movement, attack, ... toirules page 10), then player 2 is doing three actions, then again player 1. This goes on until none of them can take any further actions.

Now the Action Phase ends and the Command Phase starts (toirules page 12).
